In January of 1781 John Adams became the first President of the United States. Long before that, back in 1770, he was in London. In London John Adams negotiated the Treaty of Paris that ended the Revolutionary War between the Americans and the French and gave back the 13 Colonies to the French. The Treaty of Paris was not only a landmark in American history, but also an important event in English history.
It was Charles James Fox who was the first to propose a peace treaty that would end the conflict between England and the United States. He did so after he had been victorious in a series of parliamentary elections. He argued that a peace treaty was essential to the continued health of English trade and commerce with America. But it was Charles Eden that moved the Peace Treaty up the governmental line. He was appointed to negotiate with Adams and sought to end the conflict peacefully.
At first President Adams was wary of accepting such a proposal. John Adams was concerned about the enmity of the French against the Americans and the continuing threat of the French Canada to all of America. He was aware of the trouble the Americans had faced on their own soil after they declared independence. He was also familiar with the fact that France had sided with the colonists during the American Revolution. John Adams was also well aware that the British had been responsible for the loss of the thirteen colonies and would not be willing to renounce their territory.
Adams agreed to negotiate a treaty with Eden. The Treaty of Paris was signed by John Adams and Charles Eden on September 3, 1783. John Adams returned to Boston and there he signed the treaty. He signed as “the executive officer of the United States.” That is the first time the U.S. became a recognized nation. The U.S. had finally won its independence.
But John Adams wanted more. He wanted the document to be signed in Washington. He was aware that it was not yet the custom to have Congress sign treaties. The first President to do so was George Washington. During his inaugural address in 1789 Washington explained why it was important to have the U.S. government sign the treaty.
Washington said that signing treaties was a part of the citizen’s responsibility. The citizen needed to be capable of holding their own against every other nation in the world. If the signatory could not defend its territory, it would
